Statement of accessibility

ENAIRE, a state-owned company of the Ministry of Transport, Mobility and Urban Agenda, is making available to its users the AIS Store (tienda.enaire.es), through which it plans to provide all the relevant information to users in the most accessible way possible, while at the same time attempting to remove any possible barriers that impede proper access to the information or services of the website.

 

To achieve this goal, the AIS Store website has been designed to comply with Royal Decree 1112/2018 of 7 September on the accessibility of public sector websites and applications for mobile devices.

Another goal of the website has always been to adapt to the applicable standards and regulations on accessibility by complying with the level AA requirements defined in the Web Content Accessibility Guidelines (WCAG 2.1) of the W3C.

This accessibility statement applies to the website https://tienda.enaire.es

Compliance status

This website is partially compliant with RD 1112/2018, due to the exceptions and the lack of conformity with the following aspects:

Inaccessible content

Although the portal is constantly being updated to resolve any issues found, ENAIRE is aware that the following points are not in conformance with Royal Decree 1112/2018 and are not accessible:

a. Non-compliance with Royal Decree 1112/2018

  1. Some elements have colours that do not provide sufficient contrast, and a high contrast version of the portal is not available (criteria 1.1.1, 1.4.3 and 1.4.11 of WCAG 2.1).
     
  2. The technique for bypassing and browsing through content blocks does not work correctly. (criterion 2.4.1 of WCAG 2.1).
     
  3. Different beowsing mechanisms may not be present in certain parts of the portal (criterion 2.4.5 of WCAG 2.1).
     
  4. Certain elements may be difficult to operate using the keyboard (criteria 2.1.1 and 2.1.2 of WCAG 2.1), sometimes the focus order is not correct, which interferes with keyboard operations (criterion 2.4.3 of WCAG 2.1), and some elements lack a visual focus using the keyboard (criterion 2.4.7 of WCAG 2.1).
     
  5. There is non-textual content with an inappropriate textual alternative on several pages. (criteria 1.1.1 and 1.4.5 of WCAG 2.1).
     
  6. Some fields in the forms do not have a programming-specific purpose, or the information required for the format is insufficient (criteria 1.3.5 and 3.3.2 of WCAG 2.1).
     
  7. Some forms do not correctly identify incorrect fields, or do not provide specific examples to resolve input errors (criteria 3.3.1 and 3.3.3 of WCAG 2.1).
     
  8. The instructions for the mandatory fields of the forms could go unnoticed by some screen readers (criterion 3.3.2 of WCAG 2.1).
     
  9. Certain information, structure or relationships communicated through the presentation cannot be programmatically determined or are not available in text (criteria 1.3.1 and 4.1.3 of WCAG 2.1).
     
  10. There may be headers with an incorrect structure on some pages (criterion 2.4.6 of WCAG 2.1).
     
  11. There could be specific editing failures on a web page, both in HMTL content and in final documents, published after 20 September 2018 (date of entry into force of Royal Decree 1112/2018 of 7 September).
     
  12. There may be files in PDF or other formats published before 20 September 2018 that do not fully comply with all the accessibility requirements (criterion 1.3.1 of WCAG 2.1).

b. Disproportionate burden

c. The content is outside the scope of the applicable legislation

Communications, claims and complaints

You can submit:

  • A complaint involving compliance with the requirements of Royal Decree 1112/2018
  • A request for accessible information relating to:
    • Content that is excluded from the scope of application of Royal Decree 1112/2018, as set out in Article 3, Section 4.
    • Content that is exempt from complying with accessibility requirements due to imposing a disproportionate burden.
       

The request for accessible information must clearly describe the situation, reasons and petition that make it possible to establish that the request is reasonable and legitimate.

The request can be submitted at the ENAIRE headquarters using the relevant procedure, or at the MITMA headquarters (if Enaire offers its procedures through MITMA), or using any of the other options provided for in Act 39/2015 of 1 October, on the Common Administrative Procedure of Public Administrations.

Communications, complaints and requests for accessible information will be received and processed by ENAIRE.

Applicable procedure

If a request or complaint involving accessible information is denied, or the petitioner disagrees with the decision taken, or if the answer does not satisfy the requirements set out in Article 12.5, the petitioner may initiate a claim. A claim may also be initiated if a reply is not received within twenty days.

The claim can be submitted at the ENAIRE headquarters using the relevant procedure, or at the MITMA headquarters (if Enaire offers its procedures through MITMA), or using any of the other options provided for in Act 39/2015 of 1 October, on the Common Administrative Procedure of Public Administrations.

Claims will be received and processed by ENAIRE.
